Job Description

Responsible for all instrument and control activities of the plant including the troubleshooting, testing, maintenance, calibration, and proper operation of all instrumentation and control systems in the plant. Serves as the custodian of the Emissions Monitoring System and will be responsible for all maintenance, troubleshooting, and calibration of emissions monitoring equipment.

Essential Functions

  • Serves as the custodian of the Emissions Monitoring Systems.
  • Implements the facility's maintenance programs in the electrical instrument, and control areas.
  • Performs all maintenance, troubleshooting, and calibration of the Emissions Monitoring and Control Systems and associated equipment.
  • Demonstrates specific knowledge of  the following:
    • Electronic & Pneumatic control systems.
    • System Diagnostic Tools.
    • Shutdown and Reboot Handling.
    • Network basics and Diagnostic of Network Component Faults.
    • Hardware components Diagnostics and Replacement
    • I/O Diagnosis, Replacement, and Troubleshooting.
    • Offline and On-line loading of application programs.
    • Tracing of signal paths.
    • Simulation of binary and analog signals.
    • Systems analysis, administration, and event managing.
    • Analysis of hardware and software errors.
    • Archive Management: Swap out Handling.
    • System Back – up.
    • Basics of P&ID Controller.
    • Function charts and diagrams.
    • Cabinets, structure and rack arrangement.
    • Hardware and software components.
    • Programming memory of sub-modules.
    • Redundancy Principle.
  • Troubleshoots, inspects, tests, maintains, repairs, cleans and calibrates instrumentation and solid state and microprocessor based control equipment including plant communications equipment, programmable controllers, distributive control systems, generator excitation equipment, battery chargers, and semi-conductor devices.
  • Troubleshoots, inspects, tests, maintains, repairs, and cleans electrical equipment including circuit breakers, motor operated valves, AC&DC motors and controllers, switches, solenoid valves, and rectifiers.
  • Completes maintenance, troubleshooting, and calibration of process control systems, including pressure transducers, flow meters, temperature transmitters, level transmitters, controllers and meters
  • Utilizes a wide range of test equipment, including recorders, computers, control and tuning modules, PC based software analyzer programs, oscilloscopes, data analyzers, logic test equipment, analog and digital multi-meters, and other test equipment, while performing tests to identify problems and to maintain and calibrate equipment to performance standards.
  • Makes regular inspection rounds of plant electrical, instrumentation, and control equipment.
  • Connects, disconnects, and tags out equipment and circuits for test or repair and safety of personnel and equipment.
  • Assists in developing detailed preventive and predictive maintenance procedures for plant electrical, instrumentation, and control equipment.
  • Installs, builds, or modifies plant electrical, instrument, and control equipment as directed by the Maintenance Supervisor.
  • Pulls cable and installs and bends conduit.
  • Performs inspections in compliance with the national electrical code.
  • Performs calibration of plant emissions monitoring equipment.
  • Performs basic machine tool operations using the drill press, grinder, and lathe.
  • Uses an oxy-acetylene torch for burning and heating.
  • Performs soldering on electronic components.
  • Performs rigging and some basic mechanical repairs.
  • Maintains shop and storage areas in a neat and orderly fashion.
  • Maintains the safe and efficient use of materials, tools, test equipment and personal safety and all others working in the vicinity.
  • Cleans work area after work is complete.
  • Determines and installs wiring, conduit, fixtures, transformers, and other electrical devices in the size, type, and arrangement necessary for the proper and safe operation of electrical systems, circuits, and equipment.
  • Coordinates activities of contractor employees involved in maintenance and repair of plant I/E equipment.
  • Complies with plant policy and procedures, in particular, those involving personnel and equipment safety.
  • Maintains regular and punctual attendance
Additional Duties:
  • Participates in proactive team efforts to achieve departmental and company goals.
  • Coordinates activities of contractor employees involved in maintenance and repair of plant I/E&C equipment.
  • The I&C Technician will be capable of proper HV grounding throughout the facility.
  • Thorough knowledge of High Voltage with respect to coordinating or supervising a contractor workforce.
  • Performs other duties as assigned.

Minimum Qualifications

  • High School Diploma/GED or equivalent
  • A minimum of 5 years of experience in Electric Generating Facilities as an Instrument & Controls Technician.
OR
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

  • Ability to utilize complex computer operations (intermediate programming in 3rd and 4th generation languages, relational databases, and operating systems) and advanced features of software packages (word-processing, spreadsheet, graphics, etc.)
  • Knowledge of AC/DC Circuits, Machines, Electronic theory, and components.
  • Ability to correctly interpret complex detailed electrical, electronic and pneumatic drawings and prints.
  • Thorough knowledge of plant safety procedures.
  • Strong knowledge in the use of personal computers and numerous software applications such as Excel, Word, MS Outlook, PowerPoint, Access, etc.
  • Ability to productively work independently and as an overall integral Longview team member.
  • Thorough knowledge of plant Lock-Out Tag-Out requirements.
  • Ability to handle quick changing situations under stress and to work extended hours on short notice if and when required.
  • Ability to stay current with changing technologies.
  • Ability to handle multiple projects simultaneously.
  • Knowledge of the Data Acquisition Handling System, and Distributed Control System.

Conditions of Employment

  • Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 30 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
  • Must pass a physical examination
  • Must be able to work overtime when requested
