Overall Job Objective
- Job Description
Responsible for managing the financial activities of the City including accounting, budget preparation and analysis, investments, utility billing and tax revenue.
- Typical Duties
- Essential duties and functions may include the following. Must possess required knowledge skills, abilities and experience and to be able to explain and demonstrate, with or without reasonable accommodations that the essential functions of the job can be performed. Other related duties may be assigned.1. Plans, organizes and directs general ledger accounting including payroll, accounts payable, utility billing, service fees, etc.2. Establishes and oversees accounting procedures and internal controls for cash receipts and disbursements.3. Manages annual budget preparation process in collaboration with the City Manager and City Council. Prepares budget documents including general fund, utility fund and capital improvements. Tracks and reports monthly budget variances to plan.4. Advises the City Manager in financial matters of the City; formulates and oversees the City's investment policies; provides long-term and strategic financial support for the City's public projects.5. Assists with preparation of annual audit by outside auditors.6. Understands and applies federal, state and local accounting practices and regulations.7. Prepares financial summary and forecast reports for revenues, expenditures and fund balances. Presents reports to City Council monthly.8. Manages City liens including the processing, reporting and calculation of amounts owed. Ensures that paid liens are released and recorded.9. Calculates the City's effective tax rate and presents to City Manager and City Council; acts as liaison to Ellis County and Dallas County Central Appraisal Districts to evaluate properties and develop revenue forecasts.10. Collaborates with City Manager to develop and oversee capital improvements budget and expenditures.11. Reviews and revises Finance Department's policies and procedures.12. Hires, trains, supervises and evaluates assigned staff.

- Supervisory Responsibilities:Administrative Analyst (1); Utility Billing Supervisor (1); Utility Billing Rep (2)
Minimum Qualifications:· Bachelor's Degree in accounting, business or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job· 5 years of experience in municipal or government accounting and finance or related area· 2 years of supervisory experienceKnowledge, Skills and Abilities:· Advanced skills to analyze and interpret fiscal and accounting information; prepare accurate and timely financial statements and reports· �� Comprehensive abilities in problem solving, conflict management and customer relations techniques· Proficient skills in Microsoft Office Suite including Excel, Word, and PowerPoint· Proficient skills in payroll, billing and budget application management· Comprehensive knowledge of municipal accounting and finance regulationsLicenses and Certifications:· CPA preferred but not required· Certified Government Finance Officer preferred but not requiredWork Environment/Physical Requirements:The work environment and physical demands described here are representative of those an employee encounters while performing the essential functions of this job.
