Job Description
This position, within the Advance Development Program (ADP) of Aeronautics, is for a classified Program within and will require a unique combination of Contracting, Proposal Development and Negotiation expertise. Due to the nature of the Program and the Customer relationship, the selected candidate will need to demonstrate a strong long history of successfully negotiating and administering large dollar contracts with both US Government, and non-Government, customers. This position requires a multi-skilled individual who can also demonstrate success in (1) negotiating Contract Data Requirements List (CDRL) SF1423 requirements with Customers, and (2) negotiating appropriate incentive structures to support Prime and Supplier contracts.
The successful candidate will have hands-on knowledge and experience with aircraft negotiations; production, sustainment, and research and development. The position will often require the individual to develop and apply advanced concepts, techniques, standards and solutions to unusually complex problems, which require the regular use a high degree of ingenuity, creativity, and innovation. Solutions may serve as precedent for future decisions. Frequent reviews and evaluations of customer requests for proposals, or revisions to contracts, will be required. The practice of developing risk assessments in order to offer, and manage, alternative approaches, including alternative contractual language, to mitigate risks will be a necessity.
Manages the negotiation, administration, extension, termination, and renegotiations of all standard and nonstandard contracts. Insures communications are maintained for timely contract execution by the parties. Insures final contract documents are consistent with agreements reached at negotiations.

Security Clearance ** Needed
Must be a US Citizen. This position is located at a facility that requires special access. Selected applicant will not require a Top-Secret Clearance to begin employment but will be submitted for a Top-Secret Clearance after hired.

Basic Qualifications
Experience in, managing all phases of a contract’s life cycle.
Experience in the resolution of complex contractual issues utilizing FAR/DFAR
Negotiation experience with Prime contracts IDIQ Task Orders, or Delivery Orders, valued over $500M
Negotiation experience with Prime contracts valued over $1B
Experience working with multiple contract types (IDIQ,
FFP, FPIF, CPFF, T&M, etc).
MS Office experience.
Oral and written communication skills.
Experience in the protection of intellectual property other
then just the proper marking of documents
- Experience in negotiating Contract Data Requirements
List (CDRL) SF1423 requirements
- Experience negotiating contract payment incentive
structures to support Prime and Supplier contracts

Desired skills
- Experience with eCAPS, ECS and eIWTA systems.
- Self-starter who requires virtually no supervision.
- Active Secret or Top-Secret Clearance
- Ability to comprehend complex financial and business concepts.
- Ability to handle multiple assignments and achieve program goals and meet deadlines in a fast-paced environment.
-Experience in working classified/SAP programs.
